State health care reform efforts picked up pace in 2007 and are likely to remain active in 2008. Maine, Massachusetts, and Vermont continued implementing broad reforms affecting employers, while other states trying to curb the uninsured ranks issued proposals at a rapid clip. "Play or pay" measures, requiring employers to spend a minimum on health care or pay into a state fund, showed up in several states. Cafeteria plan requirements, Connector or Exchange agencies, coverage mandates, and dependent eligibility extensions also were popular. This Update highlights some of these activities.
